Transformation and restructure of patient care, costs and funding for a psychiatric hospital. It was struggling to meet and retain its compassionate health and care services due to increasing demand and costs. Care and treatment in the community was the required option but funding was not supporting this. The hospital was recognised and respected due to its patients care and recovery successes. It needed to regain control of the admissions and discharges based on care plans and not just that drugs were available at the hospital. Two separate conflicting funding channels existed. Costs and funding was capped for care in the community, but not for residential and in-patients. This difference was altering patient diagnosis in order to secure more hospitalisations and regular medication. The hospital exceeding its drugs budget and limited bed availability, but still required to find beds for admitted patients.
